Henry Martyn Robert (1837-1923) was an engineering officer in the regular Army. When asked to preside over a church meeting and realized that he did not know how. To bring order out of the chaos he decided to write Robert’s Rules of Order as it came to be called.

Secondary Motion - Privilege Motions
Under the Rules of Engagement (Robert’s Rules of Order), there are some secondary motions that have precedence over other secondary motions, We call these Privilege motions.
Incidental Motions
Under the Rules of Engagement (Robert’s Rules of Order), there are some secondary motions that are incidental to other secondary motions, We call these Incidental Motions.
Restorative Motions
Under the Rules of Engagement (Robert’s Rules of Order), there are some secondary motions that have the effect of restoring previous motions. We call these Restorative motions.
